This is a tool like Jan Stawasz's that he used to make picots consistent.
The poles are pushed through the picots.
It is not to form the picot, but to use after the picot is tatted, to make all picots the same size afterwards. After the picots are all tatted, you would stick this tool through them to make them uniform in size.
2.6 mm might suit #20 & #30 Lizbeth
Could be used as a picot gauge also.
